Is it possible to have a your server send someone bz2 compressed maps other then using a referrer URL? IE, have the server send someone a compressed map directly from your computer similar to how it sends regular map files.

It doesn't automatically do it if you have the bz2 in your maps directory? You could try setting the sv_downloadurl to your IP address, maybe.
