Trouble with permissions

I was trying to send a PM to ryodoan, but was getting an error "You do not have permission to access this page" on the members list. When I found a post by him and clicked on his name to go to his profile for the same reason, I got the same error message again?

Is this intentional, or just something else a little bit screwy after the upgrades?
