If I use a few HL2 Soundscapes, will users who only own TF2 be able to hear them, similarly to textures?

I think you need to add it with pakrat and it'll be fine.

In the TF2 maps so far they've used the basic soundscapes (ie indoors, outdoors ambience). I presume so, but it's a common question among mods about whether it is possible to use hl2 materials without the original game.
As far as i'm aware, you can. If you couldn't, there would be a whole load of emails to valve about missing textures/sounds etc etc.

People who only own TF2 have no problem viewing the default HL2 textures and sounds, so anything you find in hammer you can use :D
btw, most of the Orange Box soundscapes and ambient sounds are EXTREMELY buggy, randomly working and often not working at all. It's probably best to just pakrat any non-TF2 sounds.
