If by "new" you mean "strange," then yes. Valve has said repeatedly that they won't replace the sapper (though I guess they say a lot of things), and I can't imagine them replacing the build tool after they've already set precedent with the Gunslinger. Even though they've screwed up game balance and flow plenty of times now, their comments about the failed Repair Node seem to show that they at least understand that teleporters and dispensers are irreplaceable.

This is exactly what keeps me as an engie main from getting too hot and bothered about the idea of new buildings. I'll get excited when I see proof that valve is releasing new things for me to build and not a second earlier.

Meh, last update had the joke in QR code. And then there was this time they used ROT13 encryption. Anyway, when in doubt, just assume it means "Localization files updated", this hasn't been wrong yet.
