Engie Teleporter prop

How can I place a prop that simulates what an active engie teleport does? Spinning and the lights and whatnot. I know how to just put the model, but I can't work out if the whole shebang is possible or not.

And I know it won't teleport without actual teleport brushes and stuff

You need to animate the model and apply the correct particle system.
