Normally I'd agree completely that the fun is in making maps, but for some people the fun is in playing maps. Some people get their fun from running the community that plays the map, and some people get their fun from administering the server that hosts the maps. And some people aren't in high school and don't have the time nor the neural plasticity to learn. Some people just aren't cut out for it either.
You can buy mapstamps for the official maps in the TF2 store.

You can always buy map stamps in the in-game mann store. better than giving money to a shady 'mapper'
