How large can the skybox get? I'm working on a map set dockside, and the ocean side needs a fairly long sightline. As a result my 3d skybox is about 3000 HU across by 2000 deep. Is that safe or is it pushing it?

(My own computer is extremely fast and it isn't slowing down a bit but I don't want to create a map that's unplayable on slower systems)

https://developer.valvesoftware.com/wiki/3D_Skybox

'This is used to give the appearance of a much wider world out side of your level, without being too expensive on the budget due to the (by default) 1:16 scale.'

That says nothing about how large that box can be.

The size you want, the performance issue is way too small to be take in count.

The only time I've ever noticed ANY slow down based on a 3D skybox was when I accidentally made the whole map appear in the skybox. The 3D skybox in No Mercy 5 (Left 4 Dead) is the size of the whole mappable space, so that ocean will be fine, trust me.
