Fair enough, though people have to understand if they choose to build here and it's not acceptable it'll be notified and torn down. (Though I have no problems with leaving critique and helping improve). On that note, projects that are left to hang forever (Without real excuse, eg; Busy with work, etc) will probably have to be removed/transferred to storage. (I'm talking like 1wk+ with no progress). Again, something to play by ear.

I think that's a good way, maybe a 1,000 block radius circle and then if we totally explore that and people still need more we can go up to 1500, 2000, etc.

If it doesn't fit the main town, you can always establish your own town with similarly-themed buildings and it can be connected to the main town's rail transport.

Good question. I suppose as long as the temporary shack gets taken down eventually/when no longer in use they're fine.

You can. And the railstation could go under the town. I just don't want any random straight lines to nowhere under the town (other than the rail station), but a basement that takes up underneath your house (+ a bit) is fine.
What do you guys feel about collapsing the mine's under the city so there's no reason to explore underneath, other than building a basement? This would mean that you'd have to actually walk to the wilderness and have a hut next to a cave out there. This would make the main town sort of 'showoff/longtime storage' (Assuming chests are lockable and buildings were protected).

We could do a variety of things, I suppose it's something to figure out before we start building. There will be a message when you enter/exit the region though, "Now entering <MainTown>."

Not sure which island you're talking about, but if you're more or less out of site from the main town you're free to take over an entire island, make pathways that connect to other colonised bits, etc. This is basically a "no ugly buildings right outside of the town's borders."
As far as lamps, here's the main things I've seen:
