Yeah, I remember when the guys at polycount forums were making them. Great artists and they did a great job with the low poly versions, there were even some pics of dustbowl (although I only think one small area was done).
Funny, at the time I was like 'those are awesome characters, what's this tf2 thing?' lol.
I used to hang out at Polycount. They always had something neat to look at.
Seeing the low-poly TF2 guys makes me want to see TF2 on a handheld device, even though I wouldn't dare play it on one. I guess it just makes me want to see a handheld game with that level of artistic design and memorable characters.

Too bad they need to be compiled, otherwise I'd use them together with r_rootlod 5 and mat_showlowresimage 1, mat_specular 0, mat_bumpmaps 0 and mat_dxlevel 80
